Who can apply
“Classroom grants are available to all full-time educators who have not received a scholarship or grant from AAE in the past two years.”
The grant goes to a teacher, not the school. Classroom grants cover things like books, software, manipulatives, art supplies and lab materials; teacher scholarships cover professional development (not graduate degrees). AAE members get extra weight in scoring, but you don't have to join. Arkansas applicants are entered automatically into Arkansas's own state contest.

Timing
