Federal Quota: free specialized learning materials for students who are blind or low vision

Each year APH counts eligible students who are blind or low vision and credits federal money to state accounts that buy braille, large print, tactile and other specialized materials for them, often loaned out and reused. In Arkansas, schools register students through a listed trustee such as the Arkansas State Department of Education.
