Who can apply

“All K-12 public or nonprofit private schools, charter schools, community/junior colleges, state/private colleges, or universities. Institutions must have a NCES (National Center for Education Statistics) number or 501c3 tax status and be verified with Deed.”

You need an NCES number or 501(c)(3) status, verified through Deed. It excludes organizations that deny service or membership based on religion and other grounds, so a faith-based school with religious admission rules should read that line first. Co-ops aren't named, but a 501(c)(3) co-op fits.
